If it is justified for the sake of national interest, the Government of Nepal may give instructions to the institute as follows and it shall be the duty of the institute to follow such instructions:-
(a) to operate any service whether or not specified in a particular area, or
(b) not to carry out any work carried on by the Institute in any particular field or to alter or stop it altogether, or
(c) Not to talk about any work that the institute is trying to do.
